What is the name of your state (only U.S. law)? TN

My mom-in-law is 74, her husband passed away 8 years ago and left her a 250,000 trust fund. During the last 8 years she has been diagnosed as bi-polar, been arrested for stalking and spent the entire $250,000 trust fund. In addition to spending the $250,000, she ran up another $230,000 in debt. In addition to this she has also purchased another home in FL, which she bought to get out of going to jail for stalking, upon the advice of her attorney.
We are very concerned that she is on the verge of bankruptcy. Does her reckless spending and bi-polar condition constitute a need for conservatorship?

If we need to obtain conservatorship, how do you do that, and what are the cost involved.
