Non-report probation

What is the name of your state (only U.S. law)? GEORGIA
I need some advice please. When a person is a Convicted Habitual Violator an is put on Non-Report Probation after his last stent in jail, can this person continue to have alcohol on his person, go to bars and stay drunk 99% of the time. If there are no rules for Non-Report Probationer's, I need to do what to do. All info is greatly appreciated.

He want let anybody see his probation papers. The only way we found out he was on non-report was through his Probation Officer, but at the time he hadn't started drinking. Now it's all the time and we are at wits end.

Then your questions should be directed to the Probation Officer.
