To whomever answers this question, thank you for your time.

In the spring of 2007 an acquaintance was laid off from his job, and began collecting unemployment insurance. A few months later, he began what became a 1.5 year journey to start his own company. He incorporated and continued to collect unemployment, thinking that since the only way for him to make money on the the fairly narrow skill set he had was to create his own service. Well he never made any money, and his benefits ran out. Tax time came around and he reported everything, noting that he had essentially used his unemployment to try to get a company off the ground. Well, nothing ever happened, but he recently learned that what he did may have violated the rules for unemployment, but he is not sure. In addition, after a little research, he also learned that the state had a SEAP program, designed specifically for people in his position, entrepreneurs that would like to start a business while receiving benefits. Should he call the department of labor? If he did, what do you think they would do? This is an upstanding individual that wants to do the right thing, but would like to be prepared before he takes the next step.
