Violation of Probation GA

..numerous technical violations have occurred creating sufficient cause for arrest but person is in an ICOT transfer supervision environment where conditions were violated. When and how could the person be expected to be extradicted and/or arrested. Receiving state SC. Spvsr involved; 30 days passed since vio noted. No warrant made. Sending state must issue warrant. Person is being screened weekly and has a history of VoP's but Ga seems to be very weak in supporting 3Strike Law unless for violent crime. How can I expedite case to be warranted for arrest. My rights as victim are being violated as person has relocated, but not absconded, broken conditions of probation, but not arrested, as the legal dependent in which to be supported legally and as cond of pro. Advise?
