What is the name of your state (only U.S. law) NYC

Got parking ticket for 10 am – 7 pm commercial metered parking only in Manhattan. Thinking in good faith legally parked paid at muni-meter and placed receipt on the dashboard of a car. Ticket says "no parking commercial vehicles parking" but with reference to NYC Traffic Rules para 4-08 (I) (3) (ii) – failure to display muni-meter payment. Is it beatable? If yes, what to say: failure to state a claim? Many thanks
