What is the name of your state (only U.S. law)? Utah

We sold our car in August 2008 and moved out of the state. It was the first time we had sold a car, so we forgot to take the license plates off. The person who bought the car transferred the title into his name and registered the vehicle, and had a temporary registration posted in the car. A few weeks later the car got a ticket for being parked on a city street with an expired registration as apparently the temporary registration had expired before he had put on his new plates, and the car still had our plates on it.

Two years later, we got a call from a collection agency telling us we need to pay for the ticket. This was the first we had ever heard of the ticket. They told us we needed to provide proof that we had sold the car before the ticket was issued, which we did. Then they told us we needed to provide proof that the new owner had registered the car and that the car was not registered to us at the time of the ticket, which we also provided. The DMV has offered to provide a written statement confirming that information. Now, we received a call today telling us that despite providing all of the information they asked for, it doesn't matter because the plates that were on the vehicle were originally registered to us. The only concession they have made is to say they will wave is the late fees on the ticket.

Is there anything we can do? I understand we should have taken the plates off, and that was a mistake we made as first-time car sellers. However, we have provided documented proof that we did not own the car, nor was it registered in our name.
