Laying off employees and hiring new ones

What is the name of your state (only U.S. law)? California

My employer laid off 2 employees on a Friday and then on the following Monday, an employee called in and gave her notice which was effective immediately.

Within a week of the employee giving notice, they hired a new employee and did not offer either of the 2 laid employees a chance to come back to work.

The 2 laid off employees had the same skills or better of the person being hired and did not require any training. All of the technical staff shared the same responsibilities so there was nothing this new hire could do that would separate his skills from the laid off employees.

The company's excuse for letting the 2 employees go was for financial reasons and nothing involving job skills.

Is this a violation of any labor law?
