What is the name of your state (only U.S. law)? PA

We have a few employees we suspect of theft, what is the best way to terminate them?

You bring them in, say there has been theft. If someone is willing to admit it and pay restitution, the rest don't lose their jobs.

If no one steps up, you fire them all and call the police on them all and let the courts work it out.
