Driver suspension under age drinking

What is the name of your state (only U.S. law)? North Carolina
19 year old arrested in Penn where he attended school They were walking home from a party (did not drive do to drinking at party ) the police stopped them a few of the kids ran and were not caught. Some one gave there names and they were arrested later for under age drinking. The ticket was paid via mail as it was not financially possible to return to Penn to attend the court hearing. The state of Penn suspending his driving privilege for one year. He didn't have a drivers license in Penn or NC at the time as he turned it in in NC when he went to school. He didn't have a car and didn't have the money to pay under 25 insurance on the family vehicles. The state of North Carolina gave him a drivers license back when he returned for the summer. At a time months later took it back due to the Penn suspension. The question is: Is it possible to get a limited drivers license in NC so he can attend school and work in NC. There is no public transportation available.

Most likely not. He will have to ride a bike or something.
