What is the name of your state (only U.S. law)? NC
Mom has a revocable trust noting at death all five children would inherit everything equally. Two of the children have borrowed money and have signed promissory notes to repay. Mom would like to amend the trust to say these notes must be paid in full before any funds be distributed from the trust. Can she do this just by adding an amendment and signing as trustee and trustor or does she have to have the attorney draw up the admendment to make her requests be honored?

She has the right to amend the trust, but she would be well advised to get a lawyer to do it (or at least check it over).
