What is the name of your state (only U.S. law)? New Jersey

My brother passed unexpectedley and I had his Federal Thrift Savings(now an Inherited IRA)and Federal Life Insurance put in my mothers name, along with a last paycheck. His debts include credit cards and medical bills. I'm filing to become administrator of his Estate and listed all of the above as assets. My question is which iof or are all of these assets attachable to pay off my brothers creditors or are the Inherited IRA and Life Insurance exempt.
