Can I get a ticket from a different town?

What is the name of your state (only U.S. law)? NY
My ca got a ticket for expired inspection in a town called Hastings, but the ticket was issued by a different town(Yonkers). I'm about 2 blocks away from the border between Hastings and Yonkers, but I'm pretty sure the car was in Hastings.
Is this ticket legal?

was this a state inspection?

If so, you had also better find out if the folks in Yonkers can write a cite in Hastings for a state level problem.
