What is the name of your state (only U.S. law)? Ohio

The heirs to my fathers will have been summons based on 'construction of will' Two minor children (grandchildren) have been summons as well. Is this legal and how does this affect them; do they need to show up to court?

The case regarding the 'construction of will' for the section that is being questioned does not implicate them as direct heirs. It only affects his immediate surviving children. So, I am not understanding why they have been summons.

So have you gotten a copy of the will from the county courthouse probate court to see if the heirs summoned were named as beneficiaries? If they can't attend then their attorney or a family member can attend on their behalf just to see what is going on. They have a possible interest in the estate or else they would not have been notified.
