I am being sueed in a MA small claims court for a bounced check. If I settle out of court, do i still have to pay all the court costs and fees?

You should have to pay the value of the check, plus any 'noticed' penalties, plus any expenses incurred by the merchant in trying to collect. For example, if the lawsuit has already been filed (and the merchant paid the filing fee and service costs), he will certainly want to be reimbursed for his 'out of pocket' expenses.
