is a verbal agreement to settle (by the plaintiff) in a judictuary arbitration binding?

No. In fact, any offer to settle is not even admissable in some states, since there is no statement of merit with it. (A party can offer to settle a 'nuisance suit' for a small amount due to it being cheaper to pay than to fight).
