What is the name of your state (only U.S. law)? California Santa Clara County

I recently submitted an application for Record Clearance, but I am wondering if I should have filed a Reduction Application as well. What exactly does a Record Clearance do for me? The final court decision stated that I could have my charged reduced if I paid all my fees to the Dept of Revenue within a year, and complete my terms of probation. I thought that the reduction would occur automatically, but last year I tried to apply for an Escrow License, and my felony came up. This happened back in 2000.
