What is the name of your state (only U.S. law)?

MO

I was laid off and offered a severance package. I asked if I would be paid for my days of vacation. They said that was taken into account with my severance package. If I choose not to sign the agreement to get my severance package, am I still entitled to my vacation pay?

Not under MO law. Unless there is a legally binding contract, CBA or policy that specifically says otherwise, MO employers are not required to pay out unused vacation days at termination. So it will depend on what your employer's usual policy is.
