What is the name of your state (only U.S. law)? MA.

Does the executrix in the State of MA have the right to spend the funds of said estate any way he/she sees fit without the consent of the heirs?What is the name of your state (only U.S. law)?

Spend them how and spend them on what? If she is paying estate bills, that is acceptable but you have not provided much of an explanation of the circumstances so that your question could be properly answered. If you have doubts about anything retain your own attorney to look into this matter.
 
The executor/executrix of an estate can only spend the funds of estate on matters of the estate....without the consent of the heirs. So if you are asking if you can spend estate money on bills, taxes, or real estate management, then yes you can. You can not spend money on yourself or your own personal affairs if that is what you are desiring.
