What is the name of your state (only U.S. law)? MA

The sibling who manipulated herself into the position of power of attorney through lies about money being stolen, pressured our mother into signing checks of $10,000 each up to $30,000 to herself and her sons the year that mother died. She also pressured mother into changing the will to take 10% off the top of one sibling and transferring it to her own % before which they were all equal. Does the power of attorney give her the sold discretion on where, to whom, and how to spend the monies in the accounts? All accounts were changed to include her name on each with my mother.
