What is the name of your state (only U.S. law)? Massachusetts

On a job application, is it legal to ask: Have you ever been convicted of a felony? My understanding is that it is not legal; a prospective employer is allowed to inquire as to the past 7 years only, correct?

Not correct.

MA law allows an employer to ask if an applicant has EVER been convicted of a felony. There is a five year limitation on some forms of misdemeanors.
