What is the name of your state (only U.S. law)? New York State

My wife was given a ticket when parked at a broken meter for a day. Is this an easily dismissed ticket? I have never thought anything of adding money to a meter before. This ticket seems as though the person writing a ticket was just being excessive. The ticket details are below:

Generally if a meter displays an error message of some kind, that makes the parking spot invalid. Dunno why people think "Woo hoo, broken meter, free parking!":rolleyes:

There was apparently a 2 hour limit (meter working or not) and "all day" was longer than that. 1:40 PM to 3:46 PM, do the math.
