What is the name of your state (only U.S. law)? Washington

I own a condo in Washington and have a tenant that signed a one year lease in Sept. 2008. The homeowner's association changed the house rules and activated them in Jan. 2009. One rule added directly affects my tenant. The new rule is not in the house rules that is attached to the lease my tenant signed back in 2008. HOA wants me to comply. If I do then I violate the lease agreement that my tenant signed in Sept. 2008. Which document superseds in this situation? If rule is enforced, then will HOA be responsible for any costs incurred to make the change AND costs incurred if my tenant does not find the change acceptable and leaves due to the me, the owner, changing the lease?

What is the new rule? Is it something significant enough that it would materially change the lease agreement? Landlords are allowed to make minor rule changes even within the lease term, but if it's big enough that it would have affected his decision to move in, you might have to let him out of his lease early, or pay the fines that you get assessed with for breaking the rules.
