What is the name of your state (only U.S. law)? IL

The current association board was voted out. Before going they appointed a homeowner to fill a vacant seat. This homeowner thinks he is the only one in charge of the board. The regulations do not allow appointments to the board. The voted out members refuse to turn over the association materials like the check book.
How do the elected members get the materials? Involve police?
What agency would have legal authority over a homeowners association?

**A: the new Board needs to hire legal counsel to send demand notices.
