What is the name of your state (only U.S. law)? GA - Cobb County

My neighbor above me had a water heater that broke and damaged my condo. He admitted guilt and later retracted. My insurance company covered my loss less my deductible. How can I still make my neighbor still be held responsible - even though I was paid for my loss by my home insurance?

**A: your insurance company needs to subrogate ( go after the neighbors insurance co. and/or neighbor.)
