What is the name of your state (only U.S. law)? PA

Is a Marriage Certificate from Jamaica recognized as a legal document
in PA??

A friend of mine contacted a document service for a divorce. When
he showed the marriage certificate, he was told that the certifacate was not
legal in PA.

Any legally valid marriage in any other country is legally recognized by the US.

I have no idea...maybe the person he is dealing with doesn't know what they are talking about.

He should probably consult a local attorney rather than a document service.
