If while you are having you wages garnished via a lawsuit and you change jobs, are you legally responsible for telling the person who is collecting, or is it there job to find your new job?

You don't have to tell them of your new employment. But there are ways for a competent judgment creditor to locate your new employer.... and if they have any costs in doing so, it can be added to your judgment.
