Upkeep of outside of condos is not being done

Virginia. We own a condo within a 12 unit building. There are four buildings in the group. The condo association is not taking care of the outside of the units, with ours being the worse. Owners are low income and don't seem to care as long as their fees are not raised. We have a management company, but they say they can't do anything without permission of the board. No one can sell a unit, including us, because of the outside. We live out of state, so can't even attend meetings. The board members of the assoc. get harassed enough by owners that we can't get good people to serve. If we bring a suit against the board, they will resign and no one will even try anymore. Do we have any recourse?

**A: yes you do have recourse. Read your condo docs.
