OUr neighbors told us 3 years ago when we moved in that we did not have to pay them to tie into their fence. Now, they have come and said they want money for the side of the fence we share. We called our Home Owners Association and they said that they will not enforce anything with fences and that our neighbors would have to take us to small claims court.
