Would it be contrary to new mexico labor or educational law for a new mexico school district not to employ a new mexico certified teacher (of another school district) with evauations of clearly outstanding and exceeds expections for a position that is being taught presently by a substitute teacher? A teacher of 30 plus years is payed more than a substitute teacher--that may be the problem????
