How can i stop my coop from Harassment

My mother owns a coop in Queens, New York and we have the following problem and I need some legal advice.

My mother nor I live in the apartment anymore. I went home recently to ship some of my belonging to my new residence only to find that the there were some damages to my property and items from the door such as name tags and decorative items etc had been removed and the sticks propping up the windows had been tampered with.
We live next to a crazy man who while off his meds it capable of anything’ including painting the front door, tampering with locks etc. this man has a number of police restraining orders from other members of the coop. The board has admitted to looking for proof or stuff that he has done to evict him but over the years have come up with nothing.
I asked my cousins to move into the apt to keep and eye on things as I continue to pay the mortgage and maintenance on the apartment.
The board asked me to send them a written request and I did the same but they now tell me it is up to their discretion if a family member can live in OUR house.
I offered to make it legal and pay any fees due and deal with the situation as a sublet but they just seem to be jerking me around!!!
It is frustrating and I don’t know where to turn.
They don’t have a solution for the security of my house from this neighbor but still will not give me the ok to let my extended family live there.

What should I do?? They keep trying to get me to sell the apartment and I cant as my mother suffers from Parkinson’s disease and has to come back to the country every now and them to see a specialist. She could stay with me but I got married earlier this year and moved from New York to California and her doctors are in NY.

i have a Queens co-op as well. the board is all powerful and they are right. they reserve the right to approve of anyone living in the apartment. if you foreclose they have the right to approve the bank's buyers.
