A neighbor recently built a garage adjacent to my property an has routed his storm water onto my property. Any advise as to the easiest way to get him to move this pipe without a confrontation?

Your city /county govt center zoning desk can tell you if there are any local zoning rules that forbid one property owner from making changes that force drainage to go onto anothers property.
