My HOA has filed a $6000 lien against me. They believe my "negligence" resulted in damage to the common area. Should I pay off the lien first, and then sue the HOA for $6000 in small claims?

I am open to other options, but I would like to avoid suing in regular court.
I live in California.What is the name of your state (only U.S. law)?
