Neighbors ? not even worthy of the word - Please Help ??

What is the name of your state (only U.S. law)? New Jersey (shore area)

The people next door have lived there for 4 years, right off the bat, new it
would be just wonderful (being sarcastic) the house if falling apart (the guy is a home improvement contractor - ha ha, the back yard looks like a
circus, the wife decorates with faux flowers, they park on the lawn, this
neighborhood is not like that, we had some spats, 2 weeks ago, we really
had it out, whenever he mows, he weed wacks and all the grass clippings
go into my mulched flower bed, since i approached him, they now have next
to my mulch bed, green tacky 2 foot metal fence, a gazabo with bright orange
flowers drapped over it, fake ducks, turtles, fake monkeys, they have
someone elses business sign being advertised on their lawn, all of this
is facing me anyway- i need to gut the grass that is coming on my side now
is this ok, leave it (they wont do it) is that my legal right when something
is growing over on my property ? wishing for the for sale sign to go up

I had to chuckle when I read the description of Your neighbors yard "decor"..We have one like that in our neighborhood..big cement dolphins ,a homemade brick 3ft wall, lined with small cement and plastic dolphins, a gazillion planters with fake plants and just disheveled and overall bizarre.. while it is an eyesore and annoyance to the adjacent homeowners not much can be done as there are no deed restrictions and no health hazards..it's just really ...really cheesy looking...at christmas time the dolphins are decked out with wreaths around their necks and the entire yard is strewn with stuff from the local $1 store..makes want to poke Your eyes out! Anything that is encroaching onto Your property from next door can be removed by You..just be sure You know for certain exactly where the boundry line is...Sometimes fences truly can make a difference, esp. a nice stockade fence to block the view of the circus...:D
