Expired registration tickets from 1997

What is the name of your state (only U.S. law)? California
I got 2 tickets for expired registration in 97 now 12 years later I am getting a garnishment of wages for those tickets. Is this past the statute of limitations for debt?

The SOL for these types of tickets is the time between the violation and when you were cited. In both cases, that was the time it took to write the tickets. The fines themself are not subject to a statue of limitations.
