What is the name of your state (only U.S. law)? IL
I paid for an artist to customize a pair of sneakers for me from his advertisement on facebook and myspace. I paid him and after 6 months of waiting I complained to him and told him that I wanted a refund he said ok and that he would send it to me by the end of august . Well now hes tell me he doesnt know when he can send me the refund. How long do I have to get the run around and since this was done on line where would I small claims complaint at in his city or mine ?

You could make the claim in either state. BUT, the claim would have to be filed in the county where either you or he lives.

That is the easy part. The hard part would be collecting in another state.
