What is the name of your state (only U.S. law)?

I gave $1470 to a mechanic who approached me on street to fix my car. He and his crew did half of the job and never completed it. I requested a partial refund but every time I call, he keeps giving me run arounds. All I have is a hand written receipt, his name & phone number. Is it a common practice in New York to hand money over to strangers on the street for auto repairs? Out west here we have places called auto repair shops. When a problem with our auto arrises, we find a mechanic we trust and have him fix our car. And because the mechanic is licensed, we have options if things don't go quite right.

There are ways to find someone through a phone number. There are a number of pay sites on the internet that will sell you the info. Or you can hire a private detective to do the same. If you were to hire an attorney, he likely will be able to obtain the info too.
