My neighbors tree roots have grown into and around my sewer pipes, completely clogging them. The sewer backed up adn had to be snaked. 2 giant pines against my property line, that over hang on my property. Do I have any recourse?

Yes, you may cut the roots. Unless the neighbor knew of the problem he is not liable. It's pretty unlikely he knew the roots were about to get into th sewer though.
