My Neighbor is taking the fence

What is the name of your state (only U.S. law)? Washington. Our neighbor has moved out of his home. The house is being foreclosed. He keeps returning to the property dumping garbage and is now taking the fence. He put the fence up last summer it replaced the existing one. We had a verbal agreement that if he put up the new fence we would allow his children access through our yard to get to their freind's house on the other side of us. All summer long we put up with his kids running back and forth disturbing our privacy. We kept our part of the deal. But now he is taking a chain saw to the fence and and it is damaging our property by him leaving the posts just cut off. Can we do anything to stop him. Find out who owns the mortgage and report his destruction.

If the fence is on his property he can do with it what he wants, although technically perhaps the bank owns his property now.
