Is there a Federal law of any sort that would require me to review a minimum number of applicants before hiring somebody? My Corporate HR person thinks there is but I've never heard of such. I work for a publicly held company in Florida. Thanks for your help.

Whether your employer is publicly held or not is of no consequence. Second, your company's own internal or external attorney should be advising it on this hiring practice.
