What is the name of your state (only U.S. law)? Colorado

The person I'm interested in taking to small claims court no longer lives in the state of Colorado. How would I go about taking that person to court?

Where was the incident/issue that is causing the small claims court case? Where do you live? Did the other person live in Colorado at the time the issue arose?
