What is the name of your state (only U.S. law)? Georgia

I realize that if neighborhood association dues are not paid then a property can be liened. However, if the association assesses fines based on noncompliance with covenants can those fines be used to lien a property?

Are your HOA rules handy ? review them , if they are really well written there will be a process laid out that says exactly what they can do and how they will do it.
