Commercial Unit Owner Violated ByLaws

Hello - I represent a Condo Assocation in Chicago, IL. Our condo has a ground commercial unit and three residential units above it. Recently the owner of the commercial unit who is working on construction in the commercial unit installed two large industrial fans on the outside of the building, along a common wall in our walkway above the entrance to the residential units. This aspect of the construction was done without any knowledge OR approval of the condo association and violates several points in our bylaws, specifically centered around any construction or changes to a common or shared wall.

We are attempting to schedule a meeting with the owner but is not being receptive to handling the issue in a civil manner. He has claimed that he is not scared of injunctions or law suits, seemingly challenging us to go a legal route.

The fans are enormous and a tremendous eye sore which undoubtedly devalue our property. Not to mention the potential noise they will make when functioning.

So, we want to act on this immediately before too much more construction is done and feel that we have the legal leverage to act on. My questions is what legal recourse we actually have given that there are three clear bylaw points that have been violated.

Additonally if anyone knows, how could we find the public record of his work permit and what is the path of getting a stop work order in Chicago?

Any help/advice/thoughts would be extremely welcomed and appreciated.
