Can we sue our tax preparer?

the tax preparer who filed our 1999 taxes made a mistake that, in the end, will cost our family approx $600 in interest and fees? can we go after the tax preparer for this money?

Yes.

However, in order to prove your case to a Small Claims court judge, you're going to have to hire an "Expert Witness" to appear in court to give tax testimony; i.e., to explain to the judge how and where and why the mistake was made. That will probably cost you as much as the damages you seek to claim.
