What is the name of your state (only U.S. law)? California

I committed a felony in 2003 when i was 13 i am now 20 and my case has been completely dropped because they couldn't find this guy or hes dead. but because of the amount of money owed they converted it into a civil judgment. i have been trying to join the military for 2 years and they said i couldnt because of my CJ still being open. my questions are how long does this last? is there anyway they can drop this because i dont have the money to pay this?
