My question is: Can owners of the condo be present at the condo board meetings held once a month?

We have had many issues with our board, no one has the funds to handle a $10,000 injunction as the board has disregarded out by-laws and dipped into our reserve fund without a vote of the owners. Each building had one meter for gas usasge, fee was included in maintenance fee, now we have individual meters, no 2/3 vote was taken, by-laws were not changed and they were not suppose to dip into the reserve fund. This is an elderly complex and the residents just do not understand! We have gotten the opinion of 5 attorneys and they all say all was done improperly and it is illegal. Now we are not allowed to be present at the board meetings. We smell a rat. Please advise.
