unauthorized use of motor vehicle conviction(felony) in virginia in 1966.3 years probation. now the felon is 60 years old,retired merchant mariner and currently 15 year fed worker. gov of virginia recently gave restoration of all rights except right to own a gun. Virginia says to get it from felon,s current home state(louisiana). Louisiana says to get it from Virginia. ATF says forget it.

the way i read it is if virginia gives it then the feds will honor it.
anyone got any idea how to get virginia to give it without the felon becoming a resident of virginia???

How do VA give him a restoration of all rights except for the gun? Was the offense expunged? Was he pardoned? How?

Unless VA removes the felony and restores his right to have a firearm the feds are going to say "no."

the govenor did it. but according to virginia state police (firearms) and a dozen other virginia officials i spoke to the only way it,s going be be totally clear is if the felon becomes a resident of virginia and then he can apply to his local court. commonwealth of virginia has web site that just about says the same. it can not be expunged because felon did no pen time. and govenor can,t give a pardon or never does.
