What is the name of your state (only U.S. law)? IL

I am the president of a small and pretty dysfunctional condo association. Recently we passed new rules and regulations to impose fines for late assessments and for small violations, including parking which has been a real problem. We took six months to discuss rules and they were passed by a clear majority. One owner (who rents his place) was imposed fines for paying his assessment late and for parking violations. He refuses to pay and has threatened in writing to try and screw up the attempts by other owners to sell their units. The latter was done in writing to the board president (me). What can be done in this kind of situation?
