I have been living in a Condo for about 2 years in Virginia. The Bylaws do not allow hardwood floors but many other owners have put them in anyway. Last year I found out I have a very very bad dust allergy and the carpet is only making me sicker. I do not want to break the rules, by putting in hardwood anyway and was wondering if some type of health code exception can be cited.

The board has tried to get the bylaws updated to allow for Hardwood when 80% of the floor is covered by carpet, but we have so many renters in the complex no one responds to the letter to vote on the issue.

Any thoughts on what can be done would be appreciated.
