Does an insurance company, or should I say, can a NY state insurance company operate, without offering No-fault auto insurance to its policy holders as an option?

Its a bad idea, and I have never sold an insurance policy without the coverage, but I presume that it is not a mandated coverage.

Are you talking about "the plan" NYAIP
