illinois: i am on short term disability. a week after surgery, i received in the mail a termination package from my job.
I was told it was a mistake. I was not terminated.
question: when i go back to work, can they legally

Is Illinois an "at-will" state? If yes, they can terminate your employment, at any time, with or without notice. It becomes suspicious, and borders on employer violations, when they "wrongfully" terminate you simply for having a disability, especially if the disability does not affect your work performance.
